Energy Efficiency Studies for Buildings – Energy Review
Initially, the Energy Performance of Buildings study aims to improve the energy performance of buildings, to ensure energy benefits, and to improve comfort in the interior of buildings by implementing an integrated energy strategy.
These improvements mainly concern building envelope and construction methods, energy management and A.P.E. technologies to meet thermal and electrical needs, as well as electromechanical installations.
In application of the legislation and in particular according to the Government Gazette 407 / 9-4-2010 from October 1, 2010 for the issuance of building permit in new buildings or existing buildings, which are radically renovated, more than 50 square meters, it is mandatory submission of the Building Energy Efficiency Study, as defined in Chapter D of the KENAK.
In addition, buildings will have to meet the minimum energy performance requirements to fit at least into the 2nd energy class.
On the other hand, for buildings or parts under 50 m². an Energy Efficiency Study is not required, but there is an obligation to comply with the thermal insulation adequacy requirements with the provisions of the KENAK.
After the completion of the construction, an Energy Inspection of the project is carried out by a Mechanical Energy Inspector who must be different from the designer, and an Energy Performance Certificate (P.E.A) is issued.
Issue of Energy Performance Certificate
Specifically, the Energy Efficiency Certificate is a document issued by the Ministry of the Environment, Energy and Climate Change, issued by an Energy Inspector (who has been included in a special Registry) and which reflects the energy performance of the building. In accordance with the PEA, each building is classified into an energy category (nine categories are from A + to H), while the Inspector also writes recommendations for improving the energy performance of the building.
It is imperative that the PEA will be issued for all buildings with a total surface area of over 50 m2, for basic uses (offices, commercial uses, permanent and holiday residence, education, public gathering, education, health and welfare, temporary residence, etc.) as follows:
- New and radically refurbished:
– At the end of the construction of any new or radically renovated building. - Existing:
– From 09.01.2011: for each sale-purchase of a single building and sale-purchase of a building segment (e.g apartment), as well as renting but only in the case of a single building.
– From 09.1.2012: for renting a residential building segment (e.g apartment) and for a commercial property.
– PEA is mandatory for the inclusion of residential buildings in the “Household Savings”, “Saving House II” program.
